Not sure about home construction in the UK, but if you’re lucky enough to have a home with central air and a basement, there is a modification you can make to pull the cold basement air upstairs. I had this done to my furnace, called Powerzoning, that effectively adds a separate return air duct. When the furnace fan runs, it pulls in the cold air from my basement and mixes that with the air from the return duct upstairs. This evens out the temperatures in my home, and winds up with my AC running less since the home is keeping cool naturally. More information on how it works is on their website www.powerzoning.com.
